In the 2019 contract, if base salaries are increased, the maximum hourly wage for eligible permanent employees would increase to $32.32 by the end of the four-year contract. At the same time, all staff recruited prior to the agreement`s entry into force in 2019 would be entitled to top salaries until the end of the contract, which would halve the current time frame. As early as the 1930s, union leaders, such as the great Walter Reuther of the UAW, saw their hard-won right to collective bargaining as a revolutionary act. And when the National Labor Relations Act gave workers the right to organize and bargain collectively, automakers at the time generally limited their black employees to the dirtiest and lowest paid jobs, with little hope of progress. And employers were not interested in opening contract negotiations to deal with civil rights. Overall, the deal is positive for the union, said Wayne State`s Masters. But even the increased possibility of branch negotiations has sparked a valuable debate on how to better protect workers. In a recent speech, Mary Kay Henry, president of the large Employees International Union department, called for branch negotiations. But even when the law created a process in which workers could negotiate through their unions, the law also limited the scope of conflict. Instead of broad national economic issues, U.S. labour law limited contract negotiations to purely reloading issues in a particular company: pay, hours, benefits, etc.
Frustrated by the limitations of collective bargaining, Reuther lamented that the negotiations, once so promising, had focused on another nickel in the wage envelope. But sectoral negotiations would allow a union or coalition of unions to negotiate for all workers in a given sector or territory. Imagine that all the fast food employees in McDonald`s restaurants on the Detroit subway, or even across the country, negotiate at the same time, despite all the different owners of the different restaurants. The parties are on the verge of reaching an agreement following the arrival of Barra and GM President Mark Reuss at the negotiating table. In the 1930s, U.S. labor law contributed to the concept of branch bargaining, before the National Labor Relations Act of 1935 became the business standard. But the idea, which sleeps a long time, comes back. They do not have to consider in the preliminary agreement more than 48,000 members this week. But they will receive increases and bonuses that exceed current inflation, the removal of the $12,000 cap on profit distributions and a record $11,000 bonus — a much more lucrative contract than their agreement four years ago. UAW bargain hunters convinced GM to grant the union full authority and the ability to monitor the number of temporary workers. The agreement requires GM to obtain the union`s approval to supplement its workforce for time, overtime or weekend work at each plant covered by the pact.
GM can only employ part-time workers with the union`s agreement.
