Ica Agreements

The USTR leads U.S. participation in two commodity trade agreements: the International Tropical Timber Agreement and the International Coffee Agreement (ICA). Both agreements create intergovernmental organizations with government councils. The original agreement was signed in 1962 for a period of five years, and since then six subsequent agreements have been ratified in 1968, 1976, 1983, 1994, 2001 and 2007. Traditionally, an interconnection agreement (ICA) is a regulated contract between telecommunications operators for the purpose of connecting their networks and transmitting traffic over the PSTN NETWORK. Contractual agreements between service providers defining the conditions applicable to the exchange of data between these service providers are more frequently described. An international agreement on raw materials is a commitment by a group of countries to stabilize trade, supply and prices of a commodity in favour of participating countries. An agreement usually contains a consensus on traded volumes, prices and inventory management. A number of international agreements on raw materials serve exclusively as forums for information exchange, analysis and political debate. Members accepted the Council`s recommendation and the 1983 Agreement was duly extended. The extension is expected to take time to negotiate a new agreement.

During the first year of renewal of the Agreement, members continued to develop ideas to resolve the problems encountered in the application of the 1983 Agreement. Negotiations for a new agreement have begun, but despite the political will and constructive spirit of MEPs, negotiations have not been concluded. In these circumstances, the Agreement was extended for a further year, until 30 September 1992, in order to have more time to continue consultations between members with a view to defining the framework for a new international coffee convention.
